DEPARTMENT: Human Resources

SUBMITTED BY: Helga Oles, Human Resources Director

BOARD/COMMISSION REVIEW:
N/A

BACKGROUND:
The City of Naperville owns and operates a municipal electric utility which provides reliable electric service to more than 63,000 customers. As a municipally owned utility, day-to-day operations are overseen by a professional director. Due to an extended and indefinite leadership vacancy in the director position, the City requires immediate, specialized professional assistance to secure permanent placement of this key technical leadership position.

DISCUSSION:
Standard procurement timelines associated with traditional requests for proposals (RFPs) will further delay placement of this position. Blue Signal possesses a highly specialized, active talent network within the public power and utility sector with a proven record of executive-level utility recruitment. Utilizing their exclusive industry network will significantly compress the search timeline and allow the City to secure qualified executive candidates immediately.

Approval of the award for Procurement 26-245 requires a Waiver of Section 1-9B-4 (Methods of Source Selection) of the Naperville Procurement Code because the recommended process is not one of the enumerated methods under the Code.

The term of the contract is 12 months from the date of the award with no options to extend.

FISCAL IMPACT:
CIP: N/A

Blue Signal Search Services will be charged to the Other Professional Service account listed below. Due to the unexpected nature of this expenditure, no funds were included in the 2026 Budget, however, it is anticipated that this overage can be accommodated within budgeted allocations.
