BACKGROUND:
In January 2003 the City of Naperville and Naperville Park District entered into a comprehensive intergovernmental agreement for the Naperville Riverwalk. The 2003 agreement contains provisions whereby the City pays for all of the maintenance and services east of Washington Street as well as new amenities that are added to the Riverwalk from time to time. The Park District pays for the maintenance west of Washington Street. The City also committed to paying the difference between inflation and the tax cap rate for the portions of the Riverwalk west of Washington Street. The Naperville Park District physically performs all of the maintenance with the City of Naperville reimbursing them for the City's share of the maintenance.
DISCUSSION:
The Water Street improvements to the Naperville Riverwalk provided for the transfer of ownership of the property to the City of Naperville. The Water Street improvements include a new wider low-flow walkway, along with standard Riverwalk amenities such as landscaping and shepherd crook lights. The limits of the improvements and additions range from the Webster Street pedestrian bridge to the Main Street Bridge.
The Riverwalk Commission has reviewed the plans to assure the improvements meet Riverwalk standards. The Park District has confirmed with the Water Street developer the extent and type of maintenance the district will perform at this location, which is also consistent with the rest of the Riverwalk.
