BOARD/COMMISSION REVIEW:
On January 7, 2021 the Transportation Advisory Board (TAB) recommended approval of the Westside Neighborhood Traffic Study report by a vote of 7-0. Staff concurs.
BACKGROUND:
On February 16, 2021 City Council received the Westside Neighborhood Traffic Study report and concurred with the recommended improvements including a number of signage and striping throughout the neighborhood, as well as the following key enhancements:
1. Naper Elementary School area circulation improvements, including converting Eagle Street to be one-way southbound;
2. Washington Junior High School area circulation improvements, including converting the intersection of Spring Avenue and Webster Street to an all-way stop and improving crosswalk locations.
DISCUSSION:
An ordinance must be passed to amend the applicable Naperville Traffic Schedules in the Municipal Code to implement the approved traffic control recommendations.
Attachment 1 shows the traffic control changes that are related to the Eagle Street one-way conversion along with the appropriate signage that will be needed.
These traffic control changes are outlined in the attached ordinance. The signs will be updated throughout the neighborhood by mid- August.
Currently on the west side of Eagle Street, three-hour parking is allowed from 6:00 AM to 6:00 PM with restrictions during school drop off and pick up times. The Westside Neighborhood Traffic Study recommended that along with the one-way conversion of Eagle Street that parking would also be allowed on the east side of the street with the same restrictions as the west side.
