BACKGROUND:
The Fire Department has 189 employees in the position of sworn firefighter and firefighter/paramedic. They are represented for purposes of collective bargaining by I.A.F.F. Local # 4302 ("Union"). The collective bargaining agreement ("CBA") between the City and Union expired on December 31, 2024. The City and Union have reached agreement on a successor CBA consistent with City Council authority, and that agreement has been ratified by the bargaining unit employees. It is attached to the resolution as Exhibit A.

DISCUSSION:
The attached CBA contains the following changed economic terms:

Term: The agreement has a three-year term retroactive to January 1, 2025 and terminates on December 31, 2027.

Wage Rates Increases: Annual percentage wage increases for all employees covered under the CBA are as follows: 7.00% effective January 1, 2025, 7.00% effective January 1, 2026; and 3.00% effective January 1, 2027.

Paramedic Stipends: The paramedic stipend increased to 7% of top firefighter pay for firefighter/paramedics and to 3.5% of top firefighter pay for the ranks of Lieutenant and Captain.

Experience Pay: The annual lump sum payment increased to $2,000 at 10 years of service; to $3,250 at 15 years of service; and to $3,750 at 20 years of service. These increases take effect on January 1, 2025.

Holidays: The number of paid holidays increased to 12 per year.


Medical Insurance: Modest medical plan design changes were included to take effect on January 1, 2026 that will increase the flat rate amounts of co-pays for medical services.
