BACKGROUND:
The U.S. Department of Housing and Urban Development (HUD) requires the City to submit a Consolidated Annual Performance Evaluation Report (CAPER) at the end of each CDBG program year to report how funds were used. Prior to submission to HUD, the City is required to conduct a public hearing.
DISCUSSION:
The CDBG 2020 Program Year took place from April 1, 2020 - March 31, 2021. The City is required to submit the 2020 CAPER no later than 90 days after the end of the program year. A 15-day public comment period and public hearing are required in advance of the formal submission of the CAPER to HUD. The CAPER was made available to the public for review and comment beginning June 1, 2021. Comments will be accepted through June 16, 2021 with a public hearing held at the June 15, 2021 City Council meeting.
