BACKGROUND:
For years, dumpsters used by businesses throughout the downtown area have consumed valuable public and private parking spaces. These dumpsters have produced negative economic and aesthetic consequences, and as such the City has worked with businesses to consolidate refuse collection areas when possible.
The first successful major consolidation effort success was the Van Buren consolidated refuse program, which was established in 2010 through a partnership with the City, the Downtown Naperville Alliance, surrounding businesses, and the waste hauler. The City agreed to construct a consolidated refuse enclosure in the Van Buren parking lot for voluntary use by neighboring businesses. This program removed many dumpsters from the Van Buren lot and provided a cost effective and aesthetically pleasing refuse disposal enclosure containing refuse compactors. The participating businesses continue to pay a surcharge based on their use of the compactors as reimbursement to the City for the cost of the enclosure.
DISCUSSION:
Red Arrow Tap Room and other nearby businesses use private dumpsters on private property in the alley between the back of the businesses and the Chicago Avenue Parking Deck. Red Arrow approached the City with concerns about the number of dumpsters currently located in or near the alley. Red Arrow intended to update their back patio area and was concerned about both the number of dumpsters in the alley and the odor and mess caused by those dumpsters.
