BACKGROUND:

Each year, approximately six events involving fireworks are held including 4th of July events, private celebrations, and graduations.

 

Prior to approval, an application and the following documents are submitted to Fire Department Codes and Standards Division personnel for review:

 

1.                     Certificate of Liability,

2.                     operator license number,

3.                     list of shells and materials to be used in the display,

4.                     State of Illinois pyrotechnic distributor license,

5.                     State of Illinois business license,

6.                     federal explosive license permit,

7.                     Department of Transportation Hazardous Materials certificate,

8.                     minimum radius for outdoor display fireworks, and

9.                     storage certificate through the Illinois Department of Natural Resources.  

 

Site selection is also reviewed and measured for appropriate debris fallout distances, crowd accommodation, and ingress and egress routes. Should all documents be in order, and the site deemed adequate for the display, the permit will be recommended for final approval at a regular City Council meeting.

 

DISCUSSION:

Because the current approval process for fireworks permits requires a thorough evaluation, and to improve meeting efficiency and agenda management, the Fire Department is recommending administrative approval for all fireworks permit applications.
