BACKGROUND:

The Northern Regional Major Crimes Task Force (NORTAF) was established in 1997 to assist police departments in the northern suburbs with major crime investigations.

NORTAF provides a unique opportunity to collaborate with neighboring jurisdictions by pooling personnel, sharing specialized equipment, and exchanging real-time intelligence for complex cases including:

                     Homicides

Major traffic crashes with fatalities or serious injuries

                     Non-parental kidnappings

                     Burglaries

NORTAF is designed for rapid deployment to a crime scene to begin a thorough investigation immediately.

Specifically, the Burglary Task Force allows members and partner agencies to share information and jointly investigate burglaries that occur within their jurisdictions.

Each member police department provides personnel to serve on the Task Force on a part-time basis in addition to their regular duties.

DISCUSSION:

Staff recommends joining NORTAF to enhance the police department’s ability to combat organized burglary crews operating throughout the region. This collaborative approach significantly increases the department’s capacity to detect, deter, and disrupt burglary operations that frequently cross municipal boundaries.

The Agreement has been reviewed by the City’s legal department, the DuPage County States Attorney’s Office, and law firms representing other participating agencies.
