BACKGROUND:
The City of Naperville (City) currently maintains an intergovernmental agreement (IGA) and a memorandum of understanding (MOU) with both Naperville Community Unit School District 203 (D203) and Indian Prairie School District 204 (D204) regarding Naperville Police Department School Resource Officers (SROs).
DISCUSSION:
The City has collaborated with D203 and D204 to revise the existing IGAs and MOUs. Both D203 and D204 have approved the amended IGAs and MOUs. These amendments incorporate the following updates:
1. Provisions that align with current legislation and statutory requirements. This includes a prohibition on issuing monetary fines, fees, tickets, or citations to students as a school-based disciplinary measure for municipal code violations occurring on school grounds during school hours or while using school transportation.
2. Language establishing expectations for collaboration between the Naperville Police Department and D203/D204 administrators.
3. Language consistent with the SRO job description.
4. Clarifications on the application of Naperville Police Department and D203/D204 procedures for positively supporting and managing student behavior.
The amended IGAs and MOUs embody the joint commitment of the Naperville Police Department, D203, and D204 to foster safety and support within the school community.
FISCAL IMPACT:
The amendments maintain the existing financial structure. D203 and D204 will continue to reimburse 50% of SRO salaries and benefits, as well as 100% of overtime costs incurred by SROs during the regular ...
