On December 5, 2019 the Transportation Advisory Board unanimously (6-0) approved Agenda Item #19-1121 which recommended establishing a 35 MPH speed limit for 91st Street between Normantown Road and Schoger Drive.
BACKGROUND:
91st Street between Normantown Road and Schoger Drive is a two-lane collector street located in the south part of Naperville. It was previously a Wheatland Township road and historically had a posted speed limit of 35 MPH. When the Carillon Club subdivision was annexed in 2005, the jurisdiction of 91st Street was transferred to the City. In the summer of 2019, it was improved to city standards with a wider pavement, curb and gutter, sidewalk, storm sewers, and lighting.
DISCUSSION:
After completion of the improvements to 91st Street, staff received a speeding concern about this roadway. As there was not a City ordinance that supported the posted 35 mph speed limit, police enforcement was not possible.
To address this concern, staff performed a speed limit study in accordance with IDOT policy and found that the existing 35 mph speed limit is appropriate. Staff recommends passing the attached ordinance to make the posted 35 mph speed limit enforceable.
