BACKGROUND:
The Accessible Community Task Force (ACTF) is a citizen committee formed in August 2016 to complement the efforts of the Advisory Commission on Disabilities (ACD). Whereas the ACD focuses on City of Naperville facilities, programs and operations, the ACTF looks beyond City-owned and operated programs and facilities to assist individuals and private companies within the City. Areas of focus include transportation, young adult and youth initiatives, business compliance, employment, education, awareness and collaboration.

DISCUSSION:
While separate entities with distinct areas of focus, the ACD and ACTF collaborate to enhance the quality of life for persons with cognitive physical, mental and developmental disabilities living, working or visiting Naperville. A representative of the ACTF attends the ACD meetings and provides updates on ACTF activities. Because the ACTF member is not a member of the ACD, their interaction is governed by the same rules as the general public participating in the meeting (signing up to speak on agenda items, time limits, speaking before ACD deliberation) even though their role is as a partnership organization with the ACD. .

Staff is recommending the addition of a non-voting seat on the ACD to facilitate the collaboration and information sharing between the members of the ACD and ACTF. As a member of the ACD, the ACTF member will be able to participate in the dialogue and deliberation of the ACD, increasing the effectiveness of both bodies.
