BOARD/COMMISSION REVIEW:
On September 7, 2023, the Transportation Advisory Board (TAB) recommended approval to establish right of way controls and a 25-mph speed limit for the Wagner Farms Subdivision. Approved (6-0). Staff concurs.

BACKGROUND:
When larger subdivisions approach build-out and the streets have been turned over to the City for maintenance, staff evaluates the area to establish speed limits and basic right of way controls.

Wagner Farms is a newer subdivision bordered by Frontier Park (north), Crestview Knolls and McGrath Lane (east), 103rd Street (south), and Route 59 (west).

Currently, the streets in Wagner Farms are operating under temporary stop controls that were put in place to accommodate the construction traffic in the initial phase of the development. The subdivision is now finished and build out was completed in early July 2023.

DISCUSSION:
The City applies various established federal, state, or local procedures when considering implementing stop controls. This is primarily dependent upon the street classification and type of stop control (all-way vs. one/two-way). For a new subdivision, basic one-way and two-way stop controls are applied based on municipal authority as allowed by Illinois Vehicle Code section 625 ILCS 5/11-302.

For Wagner Farms, traffic data was collected at six different locations including two locations (Gold Cup Lane and Falcon Drive) to establish the speed limit.
