BACKGROUND:
The purpose of this contract is to provide a software tool to recover data from mobile devices and unlock any mobile operating system whether it is an iPhone, iPad, or iPod by systemically defeating the system protection. The Naperville Police Department has been using this software since 2018.
On November 2, 2022, the City Manager awarded Contract 23-328 to Grayshift LLC for a one-year term from March 18, 2023 to March 17, 2024, with no options to extend.
During the original term Grayshift LLC sold Graykey Premier to Magnet Forensic.
On July 13, 2023, the City Manager awarded Change Order #1 to Contract 22-328 for an amount not to exceed $16,558.52 and a total award of $44,553.52. Change Order #1 also included an additional license and updated both licenses to Graykey Premier without changing the term.
DISCUSSION:
This Change Order is requested to allow for a formal bidding process to secure this software tool for a multi-year period. Magnet Forensic has agreed to extend the current term for six months.
The term of the six-month extension is March 18, 2024 to September 17, 2024.

The Graykey license renewal is expensed to the Software/Hardware Maintenance account listed below. In 2024, the Police Department budgeted $53,000 for the Graykey renewal. The requested change order is within budget for this expense.
