BACKGROUND:
In April 2021, the City Manager awarded Contract 21-163 to Deuchler Engineering Corporation for the structural evaluation and engineering design of five structural engineering tasks at Springbrook Water Reclamation Center. The engineering tasks include evaluation of a conveyor in the biosolids holding building, knock out panels in the aeration tanks, settlement of the aeration tank walkway and leakage around the influent channel, as well as preparation of a preliminary report, engineer's opinion of probable construction cost and a final report including design details, drawings and specifications suitable for inclusion in a construction bid contract package.

The value of the original contract was $29,044.

DISCUSSION:
The consultant performed well on the structural evaluation and engineering design work. Due to existing heavy workload of the city's engineering staff, staff solicited a price for construction services from the consultant. The construction services tasks include:

* Additional meetings, including a pre-bid conference, pre-construction meeting, construction progress meetings as requested
* Time spent preparing addenda and revisions to plans and specifications
* Shop drawing reviews of all submittals, including structural steel, concrete mix design and polyurethane injection grout
* Field visits as requested and including punchlist and final inspection
* Responding to RFIs during construction.

For the items outlined above, staff recommends approval of Change Order 1 in an amount not to exceed $13,150.
