BACKGROUND:

The City of Naperville Municipal Code Section 11-2A-8 prohibits on-street parking between 2 a.m. and 5 a.m. In recent years, Naperville has received numerous concerns regarding compliance with the ordinance. Various subdivisions in Naperville were identified as having high number of parking citations for on-street overnight parking. Many of the areas with low compliance are townhome communities with limited parking options due to shorter driveways and single-car garages.

 

DISCUSSION:

After evaluation of the overnight parking pilot program, City staff recommends creating an overnight parking program that Homeowner Associations would apply for. The Transportation, Engineering and Development, the Department of Public Works, the Naperville Police Department, and the Naperville Fire Department will evaluate each HOA request separately to ensure that city operations will not be impacted by allowing overnight parking. Creating this program requires an ordinance change to 11-2A-8. This ordinance change is reflected in Attachment 1.
