BACKGROUND:
On February 20, 2024, the City Council awarded contract 22-109.A00-WU Springbrook Water Reclamation Center Biosolids Holding Tank Phase II Engineering Services to Donohue & Associates, Inc. The work includes design engineering, permitting, bid phase and construction services for the installation of a new 500,000-gallon biosolids holding tank and associated conveyance systems.

DISCUSSION:
Currently, the project is under construction, and City staff is performing in-house construction management. However, certain tasks, such as rebar inspection and concrete placement inspection require a licensed professional structural engineer, which the City does not have on staff. Therefore, City staff has requested Donohue & Associates to expand their scope and fees to provide these services.

Additionally, the current contract is set to expire on April 30, 2026. Since construction is expected to be completed on May 14, 2027, staff recommends an extension of the contract to ensure construction support services are available for the full duration of the project.

The requested award is expensed to the account number listed below. The fee for the additional scope is $36,800, increasing the total contract amount to $220,210. The additional fee exceeds the budget for the project for the current year. However, it can be accommodated through a project of similar cost that was included in the budget and not needed in 2025.
