BACKGROUND:

It is common to routinely review the Municipal Code for outdated language and/or provisions that are no longer applicable to City operations.  As such the Liquor Code, taxi ordinance, and several building code ordinances have been rewritten in the past few years.

In 2018, members of the Special Events Team performed a comprehensive review of how events are evaluated and categorized. During the review process, the Team also suggested several language updates to the current ordinance.

DISCUSSION:

In general, the text amendment includes:

                     Removal of references to “major” and “minor” event categories;

o                     These event designations are no longer relevant to the departments. Instead, each department now utilizes an “impact score” based on the information provided in the application and previous experience with the event.

                     Reference all events as a “special event;”

                     Redefine a “special event;”

                     Add the 20% prepayment requirement for City services billed to for profit organizations;

                     Remove all sections referring to specific language contained in the special event application form; and

                     Miscellaneous language clean-up.
