BACKGROUND:
Since 1994, the City has employed the ESRI geographic information systems (GIS) enterprise platform to oversee, examine, and simulate data related to wastewater, water, and stormwater utilities. The ESRI Geometric Network is the current geographic framework utilized for modeling these three utility systems and their associated components, such as manholes and pipes.

The City Council awarded Contract 23-023 for $672,400 to ESRI in February 2023 to migrate GIS utility data from the Geometric Network to the new ESRI Utility Network model to become the standard for GIS utility data management.

The implementation plan is as follows:
* Year 1 (2023) - Data readiness assessment and implementation planning strategy (Complete)
* Year 2 (2024) - Data migration planning and acceptance testing (In Progress)
* Year 3 (2025) - Utility network production implementation

Change Order #1, approved on December 19, 2023, awarded an additional $36,600 for a total award of $709,000. This included the addition of implementing ESRI's Address Data management solution to support the migration of City address data from the Naviline ERP System to the city GIS platform which maintains interdependencies with the GIS Utility Network data model.

DISCUSSION:
This Change Order is requested to add the Electric Utility Department to the project. The Electric Utility has recently begun the process of developing a strategy for migrating their electric GIS utility data to the ESRI Utility Network starting in 2024. The Electric Utility was not expecting to need this support from ESRI when the original contract was defined.
