BACKGROUND:
Per the Illinois Municipal Code, the corporate authorities of municipalities are authorized to agree upon boundaries for unincorporated territory that lies within 1.5 miles of the boundaries of such municipalities. The City of Naperville and the Village of Plainfield entered into such an agreement in 1987 to further the orderly planning objectives and establish the boundaries of each municipality. The most recent boundary agreement between Naperville and Plainfield expired on February 18, 2017 (Ordinance #87-194).

DISCUSSION:
Required Notice
As required by the Illinois Municipal Code, notice of the March 7, 2023 City Council meeting at which the proposed Plainfield/Naperville Boundary Agreement is to be considered was published in the Naperville Sun on January 29, 2023. The notice was also posted for not less than 15 consecutive days in the public areas of the Naperville Municipal Center and on the City of Naperville website beginning on January 27, 2023. The Plainfield Village Board will consider the boundary agreement at their April 3, 2023 Village Board meeting.

Boundary Agreement
As noted above, the boundary line agreement establishes the agreed upon planning boundary between the City of Naperville and the Village of Plainfield. While this boundary does not automatically incorporate property into either municipality, it provides property owners with a clear understanding of which community they will be eligible to annex into should they request to do so.
