BOARD/COMMISSION REVIEW:
Throughout September and October 2019 the SECA Commission met to discuss the Calendar Year 2020 (CY20) applications and reach consensus on award allocations.
BACKGROUND:
Each year, a portion of the proceeds ($1.9M) from the City's food and beverage tax revenue is allocated to fund the SECA Grant Fund program. Much of that allocation is dedicated to commitments that must be funded in accordance with an ordinance, resolution, Intergovernmental Agreement, or in support of fund administration. In July 2019, the City Council approved $1,009,702 in non-discretionary allocations or "City Obligations" which included the following awards:

The remaining balance, $890,298, was made available to the SECA Commission as discretionary funding for award disbursement.
In recent comprehensive SECA Grant Fund review workshops, the City Council approved adding the previous full grant year's underspend as well as a 2% escalator, or CPI, whichever is less, to the discretionary award total.
For CY20, the underspend from CY18 ($82,627) and a 2% escalator ($38,000) were added to the balance of $890,298 for a total of $1,010,925 in discretionary funds.
