ENTITLEMENTS REQUESTED:
1. A major change to the Brach/Brodie PUD to approve a new Preliminary PUD Plat and associated deviations described below to permit a Tommy's Express Car Wash at the subject property.
2. A land use deviation to allow a car wash on a B2 PUD property per Section 6-4-3:12.2 of the Naperville Municipal Code.
3. A deviation to Section 6-9-3 of the Municipal Code to reduce the required number of parking spaces for the existing Lowe's store.
4. A deviation to Section 6-9-3 of the Municipal Code to reduce the required number of parking spaces for the proposed car wash.
5. A deviation to Section 5-10-3:5.2.1 of the Municipal Code to allow a reduction in parking lot perimeter landscaping.
6. A deviation to Section 6-16-5:2.2.1 of the Municipal Code to permit two ground signs that are less than 200 feet apart on a property with less than 500 feet of frontage.

Official notice for the public hearing for PZC 23-1-061 was published in the Naperville Sun on Sunday October 29th, 2023.

BACKGROUND:
The subject property is located at the southeast corner of S IL Route 59 and Beebe Drive and is zoned B2 PUD (Community Shopping Center Planned Unit Development District). The 1.08 acre property is currently improved as a surface parking lot. The petitioner, Wash Holdings 23, LLC, is proposing the construction of a Tommy's Express Car Wash on the subject property.
