BACKGROUND:

The City Council awarded Contract 23-077 to Helm Mechanical on June 6, 2023, with an anticipated completion date of July 19, 2024. The rehabilitation work at the South Operations Center includes the replacement of three existing dry pit pumps, replacement of one channel grinder in the wet well, new lighting, cleaning of the wet well, installation of variable frequency drives (VFDs) for new pumps, and upgrades to the existing SCADA system.  Work also includes the installation of associated conduits, wires, and concrete pads for new pumps. 

 

DISCUSSION:

The City Council approved Change Order #1 on July 16, 2024, granting Helm Mechanical a 165-day extension due to the unforeseen delay in the supply chain for the VFDs. Since that time, the complexity of the required station shutdown for construction at the South Operations Center has delayed the contractors’ progress. As a result of these unforeseen delays, the contractor has submitted a request for an additional 150-day extension. This Change Order is necessary to provide the contractor with sufficient time to complete the construction and for the City’s final acceptance.

 

The revised project completion date will be May 30, 2025.

 

FISCAL IMPACT:

CIP #: WW055 - South Operations Center Pump Replacement

 

The requested change order is a time extension only. There is no direct fiscal impact as the value of the contract does not increase.
