BACKGROUND:
In light of recent attacks on substations in Washington and North Carolina, the Electric Utility would like to review its substation security policy for each of its 16 substations. To support in this effort, we have reached out to Primera Engineers to perform a 3rd party (non-biased) review of each of our substations. The goal is to have a 3rd party company with experience in substation security design, perform an independent review of each of our 16 substations current security measures and identify any improvements that should be made.
In February 2022, the City Council awarded RFP 22-100, Transmission & Distribution
Engineering Services, to Primera Engineers to offer supplemental engineering services to the Electric Utility on an as-needed basis for capital improvement and other projects.
DISCUSSION:
Per the terms of the master services agreement, Electric staff requested a proposal to perform engineering design services for the creation of a security tier rating system and the ranking of each substation within this rating system.
Primera Engineers will evaluate the existing security features to include fencing, cameras and lighting and will provide a report outlining the security conditions. Based off of this report, Primera Engineers will work with EU staff to create a matrix for the substations. Once the rating system is developed, Primera will identify each substation in the tier rating system and prioritize design and construction efforts to implement appropriate fencing and security requirements.
