BACKGROUND:
The Water Utility began conducting annual leak surveys in 2013 and has experienced great success. The most recent survey, conducted in 2016, resulted in the identification and repair of 32 leaks with a total estimated leakage of 363,000 gallons per day. Based on the current DuPage Water Commission wholesale rate of $3.63 per hundred cubic feet, the 2016 leaks cost the City an estimated $1,760 daily. Based on these quantities and values, the Utility determined it would be most advantageous to conduct leak surveys twice per year. Bid 17-009 was issued to identify a contractor to perform a leak detection survey of approximately 733 miles of water distribution mains. Per staff's recommendation, a system-wide survey will be conducted in 2017, however in 2018 and 2019 the system will be surveyed semi-annually. More frequent surveys will find leaks earlier and avoid months of costly water losses.
