BACKGROUND:

In December 2023, the City Council awarded Bid 23-274, Columbia Street Roadway Widening, to reconstruct Columbia Street from north of Plank Road to Monticello Drive, construct water main between Plank Road and Ogden Avenue, and make other utility improvements.  This contract had a construction completion date of October 31, 2024, and a contract expiration date of February 29, 2025.

 

There have been six change orders approved, which have resulted in a net deduction of $117,410.72 and no change to the contract expiration date.

 

DISCUSSION:

Construction of this project was substantially complete by October 31, 2024.  However, the streetlights had a long lead time, which kept the contractor from finishing the project.  When the streetlights arrived in February 2025, one pole in the shipment was damaged.  The other poles were installed at that time, and the final pole was installed after the replacement arrived in April 2025.  Some weather-dependent punchlist items, such as asphalt and landscaping repairs, were completed during the summer of 2025.  Several rounds of streetlight inspections were completed, and maintenance of the new streetlights was transferred to the City in December 2025. 

 

The construction as-built plans and records also went through several rounds of review but were approved in late January 2026.  Staff is requesting a contract extension to March 31, 2026, to allow for all final paperwork to be processed.

 

FISCAL IMPACT:

There is no direct fiscal impact associated with this Change Order.
