BACKGROUND:
On February 15, 2022, the City Council awarded a contract to reconstruct and improve portions of Main Street, Jefferson Avenue, Jackson Avenue and Webster Street in the Downtown area to current streetscape standards. Construction of this work will be performed in stages and require the temporary loss of on-street parking spaces while the work is in progress.
DISCUSSION:
The temporary loss of on-street parking associated with the Downtown Streetscape project will impact the businesses adjacent to the work zone. To help offset the loss of these spaces, the Downtown Naperville Alliance (DNA) has requested that the parking spaces at the south portion of the Paw Paw parking lot be converted from the 3-hour limit to a 30-minute limit for the duration of the construction period. The proposed temporary parking regulation will help support online sales for nearby businesses by increasing the opportunity for short duration pick-up trips. The request letter from DNA as well as a location map with the proposed 30-minute parking spaces are attached.
A total of fifteen (15) parking spaces will be impacted by this temporary change while Jefferson Avenue is open to traffic. For a two-month portion of the streetscape work (May to July), Jefferson Avenue will be closed to traffic. The south portion of the Paw Paw lot accommodates only one-way northbound traffic due to its limited width. During the closure of Jefferson Avenue, the parking on the west side of the Paw Paw lot (adjacent to Lou Malnati's Pizza building) will be converted from eight (8) angled parking spaces to three (3) parallel parking spaces.
