BACKGROUND:
The Water Utility operates and maintains a large network of 35 wastewater flow monitors, 13 Rain Gauges, 18 Sanitary Sewer Overflow Alarms and 2 River Level Monitoring Gauges. These devices are used for the purpose of developing Operation and Maintenance (O&M) and Capital Improvement programs for the wastewater collection system, billing of wastewater flows from the City of Warrenville and wet weather planning to prevent wastewater backups and discharges. Also, these devices are the critical tool used in the Water Utilities "Infiltration and Inflow Reduction Program" required by the IEPA.

On November 30, 2023, The Water Utility issued Bid 23-255. This bid will provide flow monitor maintenance services, data hosting services and analytical reporting services for these devices that are deployed throughout Naperville's sanitary sewer system. The data from these flow monitors is used to identify areas where Rainfall Derived Infiltration and Inflow (RDII) is most prevalent. This information will be used in planning future sanitary sewer rehabilitation efforts that will provide the greatest possible benefits in eliminating rainfall-related sanitary sewer overflows. This contract also provides for installation of ten additional flow monitors to be used for early detection and mobilization of City staff to mitigate the effects of sanitary sewer high flows.
