BACKGROUND:
The Water Utilities Collection and Pumping section operates and maintains 562 miles of sanitary sewer mains. Cleaning sanitary sewer mains is crucial to prevent blockages, maintain proper wastewater flow, protect public health, and avoid costly repairs by removing accumulated debris like grease, tree roots, and sediment that can build up over time. When sanitary sewer mains are not maintained, it can potentially cause sanitary overflows, contamination of local waterways and other environmental concerns. Regular cleaning ensures the efficient functioning of the sewer system and minimizes the risk of sewage backups in homes and businesses.
Since the early 1990s, the Water Utility has utilized two, two-man crews to clean sanitary sewers. The sanitary sewer systems have grown from 362 miles to 562 miles in that same time frame.
Current in-house sewer cleaning crews cannot properly maintain the sanitary sewer system to meet the utilities' "Capacity Management Operation and Maintenance" (CMOM) standards that are required by the Illinois Environmental Protection Agency (IEPA). This procurement will assist the Water Utility with meeting the CMOM requirements, our IEPA NPDES Permit # IL0034061 of "no sanitary sewer overflows will be allowed" and providing reliable sanitary sewer services to homeowners and businesses.
DISCUSSION:
Hoerr Construction will clean 269,024 LF, or approximately 51 miles, of sanitary sewer using high-pressure water. Hoerr has performed other sanitary work for the Water Utility with satisfactory results.
