BACKGROUND:
The Water Utilities operate and maintain 566.5 miles of sanitary sewers. Remote closed-circuit television (CCTV) inspection is an important process for operations and maintenance, capital planning, infiltration and inflow investigations, customer service, sewer cleaning programs and preventing sanitary sewer overflows. The Internal Condition Assessment/Inspection program is also part of the Water Utilities' IEPA-required Capacity, Management, Operation and Maintenance (CMOM) Plan.
Currently, in-house staff inspects approximately 75,000 feet of sanitary sewers annually. Services procured through Bid 24-279 will supplement those efforts to achieve internal pipe inspections of 10% of the system annually, which aligns with the industry's best practice standards.
In support of the City's priority to provide infrastructure, electric service, and water/wastewater services that are reliable and safe, in November 2024, the Water Utilities issued Bid 24-279, 2025 Sanitary Main CCTV Inspection, for a contractor to perform an Internal Condition Assessment of 121,013 linear feet of sanitary sewer via CCTV. Pipe sizes range from eight to 18 inches in diameter and materials include vitrified clay pipe, ductile iron pipe, polyvinyl chloride, reinforced concrete, and cured-in-place. This will also include light cleaning of all sanitary sewer pipes to be inspected.
