BACKGROUND:
The subject property is zoned B2 PUD (Community Shopping Center District Planned Unit Development) and is located on Lot 17 of the Naperville Crossings PUD. The Naperville Crossings PUD is a large mixed-use development located at IL Route 59 and Cantore Road and includes a variety of retail and service businesses, an AMC movie theatre, and two townhome developments. Lot 17 of the PUD includes three retail buildings and associated off-street parking areas. The Ancho and Agave restaurant is the northernmost tenant space within the northernmost building on Lot 17 and occupies the space previously occupied by a Houlihan's restaurant.

On February 17, 2004, City Council authorized the execution of an annexation agreement for the Naperville Crossings PUD, which included the "Naperville Crossings Design Guidelines," with Ordinance 04-017. The original building elevations for Lot 17 were approved by City Council on June 20, 2006 with Ordinance 06-148 and featured natural brick and stone facades. On January 2, 2008, City Council approved a minor amendment to the Naperville Crossing PUD to permit installation of an outdoor dining patio and construction of a new entry feature on the north fa?ade of the existing multi-tenant building for Houlihan's with Ordinance 08-011.
