BACKGROUND:
In support of the City's priority to provide utility services that are reliable and safe, in November 2025, the Water Utilities issued Bid 25-255, Ogden Avenue Phase II Water Main Improvements. The project includes the replacement of the water main on Ogden Avenue from 1,000 feet west of Mill Street to Washington Street.

The purpose of the project is to replace aging and deficient water main on Ogden Avenue. The existing six-inch and ten-inch cast iron water main installed in the 1940s and 1960s will be replaced and upsized to 16-inch PVC pipe in accordance with City standards.

Trine Construction Corporation submitted the low bid for the project at $4,019,300. The bid is 63% higher than the budgeted amount of $2,460,000. Water Utilities staff based the 2026 budget on the average per-foot cost of similar projects in 2025.

Staff spoke with the low bidder and was informed that pricing is being driven by the nature of the work, location of the project on Ogden Avenue, and the complexities related to the installation of large-diameter fusible PVC piping.
