BACKGROUND:
The City Council awarded RFP 22-128 to Civiltech Engineering on May 17, 2022 in the amount of $229,744.50. The purpose of this contract is to provide design engineering services and prepare construction documents for the utility, roadway, and streetscape improvements on Washington Street from Chicago Avenue to Benton Avenue.

The City Manager approved Change Order #1 on December 12, 2022 in the amount of $5,643.10. Change Order #1 added funds for the consultant to provide schematic drawings for the City to use when considering the different streetscape options. The schematics were useful to the public and City Council when providing direction on the different streetscape alternatives.

DISCUSSION:
Change Order #2 is requested to address additional work that has developed through the design process. The additional work includes the following elements:

1. Adding the complete reconstruction of the Washington and Chicago intersection into the plans
2. Adding traffic signal improvements to the scope of work, including a temporary signal at Jefferson Street to accommodate the relocation of the traffic signal controller cabinet.
3. An alternate design of the water main due to the meandering location of AT&T's existing facilities
4. Adding an additional stage to the maintenance of traffic plans due to the water main being relocated to the center of the roadway.
5. Additional time spent assessing the feasibility of adding trees with buried soil cells along Washington Street
