BACKGROUND:

The Naperville Park District (“Park District”) planned for the development of the Southwest Community Park located near Wolf’s Crossing Road and Trumpet Avenue for years. Now known as the Wolf’s Crossing Community Park, the improvements include ball fields, playground facilities, splash pad, picnic shelter, parking lots, storage building, and rest room facilities. To support the improvements, the Park District had a need to service the site with City sanitary sewer and watermain.  

 

A looped watermain from Trumpet Avenue south, through the site, and connected at Empress Drive was determined to be the most efficient alignment.  In order to construct the watermain while avoiding disturbance to adjacent homeowners, and enabling access for future maintenance, an easement was sought on the adjacent Commonwealth Edison Company (“ComEd”) property.

 

DISCUSSION:

On October 10, 2019, in order to provide water service to Wolf’s Crossing Community Park, the Park District entered into a Water Easement Agreement with ComEd to allow for the construction, maintenance, repair, and reconstruction of an eight-inch (8') watermain.

 

The Park District has requested that the City accept assignment of the easement and Easement Agreement. The Water Utilities recommends acceptance of the Easement and the obligations under the Easement Agreement for the Park District as set forth in the attached ordinance.
