BACKGROUND:
In December 2024, the Illinois Department of Transportation (IDOT) notified the City that it is planning improvements to various traffic signals in Cook and DuPage Counties. The intersection of Ogden Avenue / US 34 and Naperville-Wheaton Road is one of the locations included with the IDOT contract. Work on this project is expected to commence in the summer of 2025.
The scope of the project includes complete replacement of the existing traffic signal posts, mast arms, wiring, and cabinet. This equipment has reached the end of its service life. New mast arms and overhead traffic signals for north/south traffic will also be installed to improve lamp visibility.
DISCUSSION:
IDOT is utilizing Highway Safety Improvement Program Funds to cover 90% of the project costs. The remaining ten percent of the cost would be split evenly between IDOT and Naperville based on the proportionate jurisdiction of the intersection approaches (the City has jurisdiction of the north and south legs of the intersection). In addition, Naperville is responsible for the cost to replace the emergency vehicle pre-emption equipment in accordance with an existing IDOT traffic signal agreement.
Following the guidance provided in the City's Ogden Avenue Corridor Enhancement Initiative, staff requested that IDOT include decorative traffic signal poles and mast arms with the project (similar to the existing decorative poles installed at the Ogden and Columbia intersection in 2018).
