BACKGROUND:
The existing generator at Southeast Waterworks was installed in 1979 as part of the original facility development.
The generator has reached the end of its service life however, replacement parts are no longer available on the market.
On March 18, 2025, the Water Utilities Department issued Bid 25-007 for the 2025 Southeast Waterworks Generator Replacement Project. The project includes replacement of the existing generator, the automatic transfer switch (ATS) and main circuit breaker combination unit and associated electrical conduits, wiring, and supervisory control and data acquisition (SCADA) system improvements.
Additional scope includes installing a new roof and concrete floor in the existing generator room, as well as constructing a wood fence and performing paving work at the new generator location.

Even though we only received one bid, that bid is within the range of engineering estimates. Additionally, Connelly Electric Company has completed several successful projects for the City in the past, and staff are confident in their ability to perform the work as specified.
Staff recommend Connelly Electric Co. for the award as the responsive and responsible bidder for the procurement of construction services, as defined by section 1-9B-7 of the Procurement Code (RBO-qualified).
