BACKGROUND:
The Electric Utility (Utility) is responsible for the City’s safe and efficient delivery of electricity. In order to maintain operations and reduce the scope and duration of certain outages, there are currently 136 Distribution Automation (DA) automated switchgear strategically located throughout Naperville. The DA system is installed on 95 feeders and covers 52,648 customers. The first of these devices was installed in 1997.
As part of Capital Improvement Project (CIP) EU049, the Utility has made a commitment to build out, maintain, and upgrade the existing S&C Distributed Automation System.
DISCUSSION:
To maintain conformity across the grid, this sole source is requested for the purchase of five S&C 6802 Automated PME9 Switchgear. These switches will be used to expand existing DA teams in the southwest part of Naperville that have seen an increase in density of commercial and residential load over the last ten years. They will also add automation to 12kV feeders between the Springbrook, Fort Hill, Route 59 and Westside substations.
The Utility has identified this purchase as a sole source because UUSCO is the sole distributor for electric municipal customers in the Northern Illinois region. A sole source letter from the manufacturer is attached.

DA switchgear are expensed to the Infrastructure account listed below. This is related to EU049, Distribution Automation, of which $500,000 was budgeted for in 2022. The requested award can be accommodated with the budget.
