BACKGROUND:

On April 17, 2018 City Council passed Ordinance #18-037 approving a temporary use to permit two donation boxes in the parking lot of NaperWest Plaza, 510 S Route 59, for one year.  The temporary use approval expires April 17, 2019.  No complaints have been received by Code Enforcement regarding the donation boxes during the past year.

 

DISCUSSION:

The petitioner, Epilepsy Foundation of Greater Chicago, requests approval of a temporary use to permit the two donation boxes to remain on the subject property for an additional year.  The two donation boxes include an Attended Donation Pod (ADP) measuring 16’ long, 7’8” wide and 8’ tall, and a Standard Donation Box (SDB) measuring 3’6” long, 4’4” wide and 5’8” tall.  The ADP will have a fulltime attendant from 8:30am to 6pm seven days a week, who will assist donors with unloading their donated goods and promptly contain any donated goods that may have been left outside of either box.  The SDB is a self-service box into which donors can drop off their donated goods.

 

The boxes will be located within 2 parking spaces along the west drive aisle of the parking lot west of Chuck E Cheese’s and Burlington Coat Factory.  The proposed location minimizes impacts on the use and flow of the parking lot and staff does not anticipate the proposed boxes will negatively impact parking lot use or circulation.

 

The petitioner requests approval to allow the boxes for an additional one year period.  At the conclusion of the one year period the donation boxes must to be removed, unless the petitioner requests and the City Council grants another extension.
