Approve a recommendation to establish two-way stop control at the intersection of Rosinweed Lane and Hawkweed Drive

BACKGROUND:
Hawkweed Drive is a north-south roadway that was initially platted in the South Pointe subdivision in the early 2000's. In South Pointe it is one and a half blocks long with a northern terminus at South Pointe Park and the southern terminus that stubbed for future connection when the Polo Club property was developed.
When the City Council approved the Polo Club development in late 2022 the annexation agreement stated that the Hawkweed Drive connection would be constructed but that a temporary gate would be installed across the connection to ensure that construction traffic did not cut through South Pointe. The agreement stipulated that the gate would be removed and Hawkweed Drive could be open to all traffic after the first of the following three items occurred.
1. Completion of the Initial Development of the Polo Club, with Initial Development being defined as the first 397 residential units.
2. Completion of the long-term 119th Street improvements
3. Five years from the date of the approval of the first final PUD or final subdivision plat for the Polo Club
DISCUSSION:
When subdivisions approach build-out and the streets have been turned to the City for maintenance, staff evaluates the area to establish basic right of way controls. The Polo Club is not yet complete and the gate on Hawkweed Drive will be removed before evaluation can occur.
Once the gate on Hawkweed Drive is removed, the roadway would be classified as a neighborhood connector in the City's Master Thoroughfare plan. This will also create an uncontrolled intersection at Hawkweed Drive and Rosinweed Lane. Rosinweed Lane is a local street in the Master Thoroughfare plan and should stop...
