BACKGROUND:
The City Council awarded Contract 23-150 to Motorola Solutions on June 18, 2024 for a 16.5-year term from June 18, 2024 to December 18, 2040. This contract is for the City's Land Mobile Radio (LMR) system that currently supports all portable and mobile radio communication for Police, Fire, Public Works, and Public Utilities.

The award includes the initial capital costs to construct and implement the P25 LMR system and the ongoing maintenance and support. However, it did not include any intergovernmental agreements or site leases necessary for the radio tower sites.

DISCUSSION:
As part of the new Motorola P25 LMR architecture that supports public safety and citywide radio communication, the following five radio towers are currently being used to support citywide coverage.
1. Three owned by City of Naperville
2. One owned by the Illinois Tollway. A signed memorandum of understanding (MOU) agreement was completed in 2024 with no costs associated with it.
3. One owned by Nicor

The City has negotiated a site license agreement with Nicor to use its tower for the next five years after which it can be renewed/extended in five-year increments four more times up to a total of 25 years. This would cover the entire 15-year Motorola contract.

The cost of the lease is $21,600 for the first year followed by a 3% increase each year thereafter.

The use of the Nicor radio tower allows for a significantly faster implementation timeline for the Motorola system as well provides cost savings to the City since it would not be necessary to build a new tower (est. $500K-$1M) on land in the northwest part of the City to support coverage.
