BACKGROUND:
The Water Utilities issued Bid 17-148 seeking a contractor for the installation of cured-in-place upper structure chimney liners in 290 existing sanitary manholes as part of the inflow and infiltration reduction program. The project was expected to begin in January 2018 and be completed by April 30, 2018.
DISCUSSION:
This change order is requested to extend the contract 214 days. Delays occurred due to unseasonably cold and inclement weather during the first quarter of 2018. Cold temperatures adversely affect the quality of the finished product. Staff recommends extending the contract time, allowing for temperatures to moderate providing favorable conditions for the highest quality of workmanship. The contractor is scheduling work to begin in mid-April with completion of all work by November 30, 2018.

No fiscal impact will occur through this change order, as the request is only for a time extension on the existing contract.
