BACKGROUND:
The Naperville Police Department - Special Response Team (SRT) is a highly trained unit specializing in tactical operations, advanced weaponry, and emergency medical care in high-risk or austere environments.
Because SRT operates in elevated threat situations, members require enhanced ballistic protection. This includes vests with advanced armor panels and plates capable of stopping higher-caliber rounds, as well as increased coverage for vulnerable areas.
The team's current vests were purchased in 2019. According to the National Institute of Justice and armor manufacturers, ballistic vests should be replaced every five years. The existing vests are now expired, and their ability to reliably stop rounds can no longer be guaranteed.
DISCUSSION:
SRT vests must be tailored to both team operations and individual wearers due to their increased weight, complexity, and specialized functionality. Beyond the basic carrier and ballistic panels, each vest requires carefully selected features such as a quick-disconnect tube system for rapid medical access, groin and shoulder protection, specific plate configurations, and customized pouch attachment systems. These specifications, detailed in the bid documents, are essential for ensuring operator safety, mobility, and comfort across a range of environments.
To meet these requirements, staff has identified an approved cooperative contract: the Safariland NASPO ValuePoint Master Agreement #164720, available through Streicher's, Inc. for the procurement of properly configured ballistic vests.
