BACKGROUND:
Services of a soils and materials testing consultant is required by the Transportation, Engineering and Development (TED) Business Group, Water Utilities, and Department of Public Works every year. The services include performing quality assurance testing for hot-mix asphalt, concrete, and other materials used in the City's construction contracts. Soils and materials testing is also needed for public improvement construction, MFT-funded projects, new development and infrastructure construction type projects.
The City Council awarded Contract 21-243, Consulting Engineering Services for Soils and Materials Testing, to NASHnal Soil Testing, LLC on January 4, 2022, for a two-year term from January 1, 2022, to December 31, 2023, with three, one-year options to extend. Option Year #1 was awarded on February 6, 2024, and Option Year #2 was awarded on February 4, 2025.
The purpose of this contract is for soil and materials testing in connection with infrastructure projects.
DISCUSSION:
A major component of the Electric Utility (Utility) transmission system is 138kV circuit breakers. These units are large and complex equipment located within ten of the City's substations. The Utility plans to replace aging circuit breakers and intends to deploy new units in the fall of 2026. Replacement of the circuit breakers is time sensitive due to their impact on the continuity of the 138kV transmission system. Removing and replacing existing foundations would require the breaker to be out of service for several weeks, which is an extended system reliability risk.
