BACKGROUND:
In March 2021, the Water Utilities issued Bid 21-016 to remove and replace sanitary sewer manholes and associated connections to existing sanitary sewer and services throughout the City. The sanitary manholes being replaced range from 80 to 100 years in age and are part of the Ten-Year Inflow and Infiltration Reduction Program that is registered with the IEPA. Most were rehabilitated more than 20 years ago, but further rehabilitation is no longer possible. The manholes in this program have been recommended for full replacement.

DISCUSSION:
As part of this project, six brick manholes in the Central Business District (CBD) area and five brick manholes in the Porter, Loomis, Prairie area of the City will be replaced. Some manholes will be replaced during evening hours to minimize any disturbance to CBD businesses.

One vendor, Aperia Solutions Inc. was found not responsive; the firm failed to provide required bid documents.

The Water Utilities worked with Sheridan Plumbing & Sewer Inc. in the past and describe their work as satisfactory.
Work associated with this bid is required to be completed by October 29, 2021. In addition, the bid includes two, one-year options to extend the contract to replace additional sanitary manholes in 2022 and 2023.
