BOARD/COMMISSION REVIEW:
On August 7, 2025, the Liquor Commission recommended approval of the text amendment by a 6-1 vote.

BACKGROUND:
The Class M liquor license is divided into two categories - Recreational and Lifestyle Amenities Facility. The Class M - Lifestyle Amenities Facility liquor license is available to beauty shops, salons, spas, or other personal cosmetic establishments. At least 90% of the annual revenue from the lifestyle amenities facility must come from sources other than the sale of alcoholic liquor.

The Class M - Lifestyle Amenities Facility liquor license limits sale and consumption to six ounces of wine and twelve ounces of beer per drink with a maximum of two drinks per patron per visit. It also limits sales and service to individuals purchasing a lifestyle amenities service.

Hammer & Nails, a men's barbershop, located at 790 Royal St. George Drive, #144, is seeking a text amendment to the code to allow the sale and consumption of spirits at lifestyle amenities facilities. In addition to Hammer & Nails, Solaia Luxury Salon & Spa, located at 120 Water Street, #126 has a Class M - Lifestyle Amenities Facility liquor license. The Class M - Lifestyle Amenities Facility liquor license is capped at five.

DISCUSSION:
The Liquor Commission considered the lack of liquor violations at Class M - Lifestyle Amenities Facility licensees and ways to prevent potential issues.
