BACKGROUND:
Resolution 20-030 was adopted on November 4, 2020, authorizing the appointment of Brian Groth as the City’s representative to the Board of Directors of the Illinois Municipal Electric Agency (IMEA). Due to his absence, it is necessary to appoint an interim representative.
DISCUSSION:
Raheel Arshed was promoted to Deputy Director of the Electric Utility on June 1, 2026. For the past two years, Raheel has attended all IMEA meetings with Brian Groth. He is a qualified and knowledgeable candidate to advocate for the citizens of Naperville and the customers of the Electric Utility.
The Board of Directors meets bi-monthly in Springfield. It receives reports from IMEA staff on recent regulatory changes or rulings that could impact power prices and reporting requirements of the agency and its member communities. Additionally, updates are provided on the agency’s assets and programs such as the Energy Efficiency and Conservation Program.
