BACKGROUND:
In December 2022, the City of Naperville and Will County entered into an Intergovernmental Agreement (IGA) authorizing the City to install License Plate Reader (LPR) cameras within Will County right-of-way. The agreement was effective for a period of three years and expired in December 2025.

Following execution of the IGA, the City installed LPR cameras on Naperville-Plainfield Road north of Boughton Road and on 111th Street west of Plainfield-Naperville Road. The agreement also allowed for the addition or removal of camera locations during the term of the IGA. In 2024, the City added two additional LPR cameras near the intersection of 95th Street and Eagle Brook Lane.

These camera locations provide valuable coverage for the southern portion of Naperville and support criminal investigations, public safety initiatives, and regional information sharing efforts. The two cameras located near 95th Street and Eagle Brook Lane are installed pursuant to a separate agreement with the Kinloch Homeowners Association, which reimburses the City for the costs associated with those cameras.

DISCUSSION:
LPR technology is an important public safety tool that assists law enforcement agencies in identifying stolen vehicles, locating vehicles associated with criminal activity, and supporting investigations. Data can provide investigative leads, assist in locating witnesses and suspects, and support regional information-sharing efforts among law enforcement agencies.
