BACKGROUND:
Graykey is a software tool used to recover data from mobile devices. This annual renewal allows the Naperville Police Department (PD) to unlock any mobile operating system whether it is an iPhone, iPad or iPod by systemically defeating the system protection. Once the extraction is complete, the contents may be downloaded for further analysis with digital forensics tools. The PD has been using this software since 2018.
Over the past two years the PD’s Forensic Lab has used Graykey to unlock over 200 Apple devices. Without this software these devices would have to be sent to an outside vendor at a cost of $2,500 per device with a turnaround time averaging over two months.
DISCUSSION:
This sole source is requested for a one-year term from March 18, 2023 through March 17, 2024.
The PD has identified this purchase as a sole source because this is a proprietary product that is only sold through Grayshift. A sole source letter is attached.
If the PD could not purchase this software license, it would not be able to unlock mobile devices at an affordable price to recover data to assist in investigations.

License renewal for Graykey software is expensed to the account number listed below. A total of $19,000 has been submitted for this service in the 2023 budget for which the requested award exceeds the budget by $8995. Pending Council review, the award will be expensed to the fund below. Staff will monitor expenses throughout the year to ensure compliance with budgetary guidelines.
