BACKGROUND:

This competition is traditionally hosted by Benedictine University, however due to COVID-19 and uncertain athletics schedule, the event has moved to Naperville Central High School (NCHS).

DISCUSSION:

Throughout the day, 15 bands totaling approximately 1,500 students, will walk to and from NCHS parking lots and Knoch Park. As such, NCHS has made a request to close Hillside Avenue from West Street to Webster Street for the safety of participants and spectators.

The street closure details for the event are depicted on the attached map. An ordinance is required to amend the Naperville Traffic Schedule beginning at 9:00 a.m. The streets will open to vehicular traffic, and the No Parking/Tow Zone signs will be removed, at 7:00 p.m. or as soon as deemed appropriate by the police department.

Staff will post informational signs along the affected streets prior to the event and all insurance requirements will be fulfilled prior to the issuance of the Special Event Permit.

FISCAL IMPACT:
