BACKGROUND:
On December 6, 2022, the City Council awarded Contract 22-278, the Springbrook Water Reclamation Center South Plant RAS & Grit Improvements Project, to Donohue & Associates, Inc. The purpose of this contract is for Donohue & Associates, Inc. to provide engineering design, bidding assistance, and construction engineering services for the project.
The design and bidding assistance services have been completed. The construction engineering services are approximately 60% complete. The original scope of construction services included submittal reviews, responses to RFIs, and review of potential change order work.
DISCUSSION:
As the work has progressed, due to the complexity of the construction site, the consultant has been assigned additional tasks, including attending weekly progress meetings, document coordination and management, and coordination and communication with the City's field representatives.
Accordingly, Donohue has submitted a Change Order that includes the additional scope of work described above, with an additional fee of $70,000. Staff met with Donohue's team to review the proposed scope and associated fees. It was concluded that the additional scope of work and the associated fee are reasonable.
FISCAL IMPACT:

The requested award will be charged to the Architect and Engineer Service account listed below. The project originally budgeted a $35,000 engineering fee for 2026. The requested Change Order exceeds the current year's engineering budget for this project...
