BACKGROUND:
In 2006, the Village of Plainfield purchased a strip of vacant land along the south side of 119th Street between S Spaulding School Drive and S Wolf Drive in unincorporated Wheatland Township. The parcel measures roughly 562 feet long and is 60 feet wide measured from the road centerline south. The land was purchased in anticipation of future road widening that would require a 60-foot-wide half right-of-way. At that time, it was assumed that this section of 119th Street would someday be under the jurisdiction of Plainfield.

In 2023, the City of Naperville annexed land along the north side of 119th Street for the development of the Polo Club as requested by the Pulte Home Company. As required by law, the full abutting 119th Street right-of-way was also annexed to the City and became Naperville jurisdictional right-of-way. A portion of the parcel previously purchased by Plainfield for roadway widening became adjacent to City of Naperville right-of-way.

DISCUSSION:
The Woodman's Development on the northeast corner of Route 59 and 119th Street includes road improvements to 119th Street extending east into the City of Naperville. The strip of land owned by Plainfield is needed for the roadway widening to provide for roadside drainage ditches and utilities. It is in the best interest of both municipalities that the ownership of the land directly adjacent to the City of Naperville right-of-way be conveyed to Naperville. This will ensure that the full roadway adjacent to the Polo Club remains under the control of the City and that clear jurisdictional boundaries are maintained.
